Building the Future

A COGNITIVE FRAMEWORK TO PLAN LARGE SCALE TRANSPORT INFRASTRUCTURES: Alpine Areas Case Study along the Mediterranean Corridor

The first milestone, elaborated by DICA, of the Poly5 project is dedicated to the elaboration of a “Strategic vision to measure the value of an Alpine territory with or without a major transport infrastructure (WP4/Action 4.5)”. This elaboration implies a methodological discussion about:
a) how to appraise the value of a territory with and without a new infrastructure, and
b) how to build strategies and visions in particular territories, such as Alpine areas.
First of all, the discussion will focus on the problem of value and how the value of an infrastructure should be redefined in terms of usefulness (Chapter 1). We will discuss on the concept of utility and how difficult it is to assess it when in the presence of complex and radical changes such as those induced by a new large infrastructure. In these circumstances, the utility can only be established through a long-term process. Thus, we enter will discuss the cognitive tools to rationally build such a process (Chapter 2). The concept of Scenario, Vision and strategy will be presented and then applied in the contexts of the areas of the Poly5 project partners. Finally, conclusions will be drawn about possible generalizations of the elaborated framework.
